Rivera Consulting was tasked with advising and developing foundational equity principles regarding engagement and equity for the Worcester Master Planning process. This included the hiring, onboarding, project planning, and coaching for a community organizer rooted in the needs of communities and neighborhoods often left out of city planning processes.

This recommendation was a first for both the consultant team and municipality, and led to increased engagement and insight collected from residents normally less involved in civic planning processes. In addition, we developed a social justice and equity framework that served as a foundational document for the consulting team and the city, making clear the needed priorities for both engagement and policy recommendations.
